Counties Annual Report, California State Controller.

The State Controller publishes summary budgets and financial statements for all counties in the State. The most recent at the time this analysis was performed was for 2003. The Controller's office is expected to release the 2004 report soon.

County of Mendocino Budget, County of Mendocino.

The Country produces two basic budget books each year. A Proposed Budget is available usually in June. This is the draft budget for the following fiscal year that starts every July 1. The Board of Supervisors modifies and adopts this document to use for operations until the final budget is adopted. The State of California is supposed to set its budget before the end of June, but this rarely happens. The State budget is usually not set until July, or even August. Because the State's budget has so much impact on the County's Budget, the County schedules its Annual Budget Hearings for late August each year so that they know what the State's Budget is. After the Budget Hearing the Supervisors modify the Proposed Budget and then adopt the Final Budget, which is then printed as the Final Budget book.

These are the official population estimates used by the State.

The Slavin Study

The Slavin company is a large consulting firm in Atlanta, Georgia that specializes in job classification and compensation studies for large organizations, especially governments. The County contracted with Slavin to produce a job classification and compensation study. This report accepted by the Board of Supervisors in 2000 contains considerable data and recommendations.

Public Retirement Systems Annual Report, State Controller

Another of the annual financial reports produced by the State Controller, this report gives information about all the public retirement systems in the State. The most recent report is for fiscal year 2003. As described by the State Controller, "this report represents an effort toward determining the adequacy of funding for each of California's public retirement systems".

Joint Tourism & Agricultural Marketing and Promotion Feasibility Study, 3/98

The County of Mendocino partnered with two private sector associations, Mendocino Bounty and the Tourism Board, to receive two grants from the US Forest Service to evaluate the feasibility of diversifying the Mendocino County economy from a historical dependence on timber and other resource commidities by improving the marketing activities in two of the county's leading economic sectors – tourism and agricultural products. This was the most comprehensive study of the County's economy undertaken in the past 15 years. The Study generated a large amount of primary and secondary data regarding the local economy.

The County's Economic Development Coordinator and Farm Advisor should have copies of the report. The Employers Council's Executive Director has a copy.

Employment Development Department, State of California

The EDD provides several data series of importance for understanding our local economy, including Archived Standard Industrial Classification Industry Employment, Employment by Industry Data, Labor Market Information for Mendocino County, and numerous others.

County Business Patterns, US Census Bureau

This is one of the longest-running data series on employment and wages for industries in all US Counties. The series goes back in some cases before the 1960s, however the older information is not available as downloads through their website.

The original Report from the Center for Government Analysis compares all California counties on both payrolls and numbers of employees per capita for County residents in terms of changes from 1997 through 2002. A summary of the entire Report is available at the Center's website. John Dickerson, ECMC Executive Director, is a subscriber and received the full report.
